REsearch-BASed competence brokerING (LLP-LdV-TOI-10-IT-546)
Das REBASING Projekt will ein umfassendes Arbeitsprogramm entwickeln, um die Kooperation zwischen Universitäten (und Forschungseinrichtungen) und Unternehmen zu verbessern, also die Kapazität der Unternehmen zu stärken, um die Innovation zu nutzen und in die Arbeitsroutine einzubeziehen.
Die Modernisierung des Systems an Universitäten und die Entwicklung der Beziehungen zur produktiven Welt sind die Hauptherausforderungen des Projekts. Sie beziehen sich auf seinen sehr praktischen Ansatz aus Norwegen, der im Rahmen des regionalen Programms für Innovationsforschung und Entwicklung entwickelt wurde.
Der Kern des Transfers ist die forschungsbasierte Kompetenzvermittlung: dieses professionelle Bild macht es möglich, die Bedürfnisse von Unternehmen im Hinblick auf technologische und organisatorische Innovation zu analysieren und diese Bedürfnisse mit den Kapazitäten von Universitäten zu verlinken, um innovative Lösungen bereitzustellen.
REBASING vertraut darauf, dass der Vermittler maßgeblich dazu beitragen kann, die Qualität der Kooperation zwischen zwei Umgebungen (Universität und Unternehmen) zu verbessern, da diese oft fragmentiert und ineffizient ist.
Als Folge der allgemeinen Zielsetzung des Projekts wurde ein gut sortiertes Konsortium gebildet: beteiligt sind vier Universitäten aus verschiedenen europäischen Ländern – Norwegen, Estland, Norditalien und Süditalien. Die norwegische Universität ist Experte für Innovation, während die anderen Universitäten besonders Erfahrung im Umgang mit Unternehmen als Antrieb für Empowerment und Entwicklung haben.
Die anderen Partner, einschließlich der führende, sind Serviceorganisationen, die täglich in Kontakt mit der Geschäftswelt stehen, um Unternehmen Training, Dienstleistungen und Innovationsentwicklung zu bieten.
REBASING wird ein umfassendes Set von Ergebnissen hervorbringen:
- Die Analyse der Erfolgsfaktoren der norwegischen Erfahrungen und ihr Vergleich mit den Charakteristiken Empfängerländern wird die Basis für den Austausch bilden.
- Das Brokerprofil wird an die lokalen Gegebenheiten angeglichen, um die Übertragbarkeit zu erleichtern. Darüber hinaus wird das angepasste Profil gemäß dem ECVET und EQF Schema (Wissen, Fähigkeiten, Kompetenzen) strukturiert, um es EU-weit transparenter und nutzbar zu machen.
- Das Profil wird auf die Empfängerländer übertragen und mit Schlüsselfachleuten und unter Nutzung ihrer Kapazitäten im Rahmen der Open Innovation Networks getestet.
The REBASING project intends to develop a comprehensive work program to improve the cooperation between universities (and research centres) and enterprises, thus empowering the capacity of companies to exploit innovation and introduce it in their working routines.
The modernisation of universities’ system and the development of the relation with the productive world are the main challenges of the project and will be dealt with by transferring a very practical approach developed in Norway within the context of the Regional Programme for innovation research and development.
The core of the transfer action is the research based competence broker: this professional figure is able to analyse the enterprises’ needs in terms of technological and organisational innovation and link needs to universities capacity to provide for innovative solutions.
REBASING trusts that the broker can significantly operate to improve the quality of cooperation between two environments (university and enterprises) which is often fragmented and inefficient.
As a consequence of the general objective of the project, a well-assorted consortium has been formed: there are four universities from different European countries – Norway, Estonia, North Italy, and South Italy. The Norwegian one is the source for innovation, while the others have outstanding experience in dealing with enterprises as catalyst of empowerment and development. The other partners, including the leading one, are service organisations expressed by Enterprises associations daily in contact with the business community, to provide companies with training, services and innovation development.
REBASING will produce a comprehensive set of outcomes:
- The analysis of the success factors of the Norwegian experience and their comparison with the characteristics of recipient countries will set the stage for the transfer action.
- The broker profile will be adapted to local conditions in order to ease its transferability. Moreover, the adapted profile will be structured according to the ECVET and EQF scheme (knowledge, skills, competencies) in order to make it more transparent and usable all over the EU.
- The profile will be transferred in recipient countries by experimenting it with key professionals and by exploiting their capacity within the context of Open Innovation Networks.
